El Congreso / The Conference
El II CONGRESO INTERNACIONAL DE BUENAS PRÁCTICAS EN PATRIMONIO MUNDIAL: PERSONAS Y COMUNIDADES se propone generar un punto de encuentro sobre la gestión de los bienes materiales e inmateriales declarados Patrimonio Mundial desde el punto de vista de quienes participan y conviven con ellos.
Decimos personas en primer lugar porque no sólo nos interesan las comunidades, sino que creemos que detrás de cualquier lugar hay gente, gente desconocida que se interesa por los valores históricos, culturales, antropológicos, arquitectónicos, paisajísticos, inmateriales, etc., gente que puede tener puntos de vista distintos al marco académico o especializado, que sin embargo valora su pasado desde otras perspectivas y que también conviven y sienten o aprecian lo que desde el mundo especializado llamamos bienes culturales. Sin todas estas personas, favorables o no a la visión más tradicional del Patrimonio Cultural, nada de lo que nos interesa de este contexto tendría sentido…nada justificaría que protegiéramos elementos del pasado, y tampoco nada justificaría que Menorca, como tantos otros sitios, tuviera su candidatura en la lista indicativa de Patrimonio Mundial y quisiera estar implicada de nuevo en un congreso sobre el tema, en su carrera por conseguir este certificado que la expone ante el mundo.
Como en la vez anterior, el Patrimonio Mundial es el principal sujeto de reflexión en este evento y como entonces, el Congreso está organizado por la Universidad Complutense de Madrid, bajo el patrocinio del Consell Insular de Menorca (Illes Balears, España), con la misma intención de que esta isla se convierta en un lugar de referencia para estudios sobre el tratamiento de los bienes declarados por la UNESCO como Patrimonio Mundial. Sabemos que lo que significa ser Patrimonio Mundial ha cambiado mucho con respecto a aquellos primeros bienes declarados en 1978. Hoy día son muchos más sitios y la lista no va a parar de crecer…en el Congreso anterior reflexionamos sobre este hecho, pero la realidad se impone y tenemos que ir más allá de la mera crítica a los desequilibrios, discursos coloniales y demás problemas que han sido denunciados en numerosas ocasiones: buscamos resaltar lo socialmente constructivo de ser Patrimonio Mundial.
Fomentar investigaciones en Patrimonio Mundial, desde una perspectiva global y ajena a encargos de la propia UNESCO, sigue siendo nuestro objetivo. Desde hace más de diez años, el grupo de investigación “Patrimonio Arqueológico” de la Universidad Complutense de Madrid, trabaja con proyectos sobre gestión arqueológica y Patrimonio Mundial, en los que participan personas procedentes de varios centros de investigación y administraciones nacionales e internacionales. Queremos con nuestro trabajo mejorar el tratamiento dado a estos excepcionales bienes culturales.
El reto de este segundo congreso se centra en la acción social, es decir, en la implicación ciudadana en los bienes patrimoniales. Hemos de realizar nuevas lecturas sobre lo que significa ser Patrimonio Mundial y trabajar por aquellas otras personas que no lo saben o lo perciben de la misma manera y que pensamos que deben ser incluidas en los discursos de la UNESCO y deben ser oídas y atendidas en lo que tiene que ver con su pasado.
Ahora nos toca hacer protagonistas a las personas que hay detrás de los bienes, canalizar el conocimiento adquirido y darle una forma que nos permita colaborar, crear espacios de entendimiento y ser capaces de crear experiencia práctica, es decir, dar el salto de la reflexión a la acción.
Una vez más, sabemos que la celebración de este Congreso y la repercusión que tendrá en el mundo será, sin duda, un punto más a favor de la candidatura iniciada por Menorca para la declaración de sus monumentos prehistóricos como Patrimonio Mundial.
El congreso empieza ya, aquí y ahora. A través de nuestras redes sociales vamos a ir generando espacios que, con vuestras aportaciones, se convertirán en las primeras actas virtuales. Queremos que las personas que viven o aman Menorca tengan un papel activo en el congreso, con experiencias participativas que iremos anunciando y que se repetirán o se ampliarán los propios días del congreso.
En cuanto a las actas definitivas, queremos que estén indexadas en el Conference Proceedings Citation Index, accesible a través de la ISI Web of Science y que estén listas durante el propio congreso. En las sesiones, aunque no renunciamos a las conferencias, damos más peso a las mesas redondas, moderadas y compuestas por personas de nuestros comités y con la participación activa de quienes asistan.
Hacer un Congreso con experiencias participativas implica que estamos abiertas a sugerencias, a nuevas actividades y formas de trabajo. Todo esto lo iremos actualizando a través de nuestras redes sociales.

The 2nd INTERNATIONAL CONFERENCE ON BEST PRACTICES IN WORLD HERITAGE: PEOPLE AND COMMUNITIES aims to create a meeting point on the management of tangible and intangible properties inscribed as World Heritage from the point of view of both heritage conservation practitioners and local stakeholders.
We have included the term “people” in the first place because we are not interested solely in “communities” per se. We believe people are present at every place: unknown people who are interested in the historical, cultural, archaeological, anthropological, architectural, landscape, or intangible values; people who may have different perspectives from the academic or specialized ones, who value their past from other perspectives and also people who live there and feel or appreciate what is known as cultural property in the specialized world. Without these people, whether or not they subscribe to the more traditional Cultural Heritage vision, everything in this context would be meaningless; there would be no justification in protecting these elements of the past. If this is the case, nothing would justify that Menorca, as many other sites, is running to be included in the tentative list of World Heritage. Because we believe that the Island has tangible and intangible values of global importance, once again it has been selected to be the site of the Conference. This effort exposes Menorca’s global significance worthy of consideration as a World Heritage Site.
As with the last Conference at Menorca, World Heritage is again the main topic of reflection. Since the Conference is organized by the Universidad Complutense of Madrid, and sponsored by the Consell Insular de Menorca (Balearic Islands, Spain), it reinforces the aim of this island to become a reference place for studies on the treatment of World Heritage sites inscribed by UNESCO. We know that being World Heritage has changed a lot when compared to those first properties considered for World Heritage status in 1978. Today, there are many more sites and the list does not stop growing. In the previous Conference, we addressed this topic, but we need to expand the discussions to go beyond mere criticism to the imbalances, colonial discourses and other problems that have been reported on numerous occasions: this time, we seek to highlight the socially constructive aspects of World Heritage.
Promoting research in World Heritage from a global perspective and not commissioned by UNESCO continues to be our goal. For more than ten years, the "Archaeological heritage" research group at the Complutense University of Madrid, has worked in projects dealing with archaeological management and World Heritage, involving people from several national and international research centers and administration bodies. With our work we want to improve the treatment given to these exceptional cultural assets.
The focus of this second Conference is on social action, i.e. the involvement of citizens in the heritage assets. We aim to accomplish new readings on what being World Heritage means and work with the people who do not know it, or do not perceive it in the same way, because we think they should be included in UNESCO discourses and should be heard and considered in dealing with their past. Now the people behind the properties have to be the protagonists, and we have to channel the acquired knowledge and shape it so that it allows us to collaborate, creating opportunities for understanding and practical experiences; that is, to move from thought into action. Once again, the Conference and the impact it will have on the world will be, without a doubt, an important point in favor of Menorca’s nomination for its prehistoric monuments to become World Heritage.
The Conference is starting already. Using the social networks, spaces are generated that will become the first virtual records with your contributions. We want the people who live or appreciate Menorca to have an active role in the Conference, with participatory experiences that we will be announced and repeated or expanded during the Conference.
The Conference proceedings will be indexed in the Conference Proceedings Citation accessed via the ISI Web of Science, and should be ready before the Conference starts. Sessions, and lectures will include topics that give special attention to roundtables chaired by people of our committees, with the active participation of the Conference participants.
